to recognize an Air Force senior civil servant who best exemplifies Mr. Orr's dedication to improving business practices and reducing costs.

Mr. Orr began his Air Force civil service career as a logistics management specialist at San Antonio Air Logistics Center, Texas, in 1973. In 1975 he transferred to Air Force Logistics Command headquarters at Wright-Patterson Air Force Base, Ohio, where he served as a maintenance specialist. In 1980 he transferred to the Sacramento ALC at McClellan AFB, Calif., and, two years later, became Chief of Production for the Industrial Products and Electrical Components Division. He was promoted to Division Chief in 1982 and led 1,500 people performing depot maintenance and manufacturing functions. Later, serving as a plans and programs deputy director, he was responsible for corporate long-range planning and development of space systems support plans. In 1989, Mr. Orr was reassigned as Deputy Chief of the Space Systems Management Division where he provided program management and logistics support to Air Force Space Command systems and the Atmospheric Early Warning System. In 1990, he became Associate Director of the Space Command, Control and Communications Directorate.
